Nintendo announced a new Paper Mario today during their Nintendo Direct event that they're calling Paper Mario: Color Splash. They're ditching the pretense of it being an RPG and are instead calling it an action-adventure game.
It's coming out on the Wii U later this year. That's all that's really known at the moment.
