Cities: Skylines is embracing the mod scene in a big way, even going so far as to offer up Steam Workshop support. Right now, there isn't too much in the way of custom content but that probably stands to reason because the game isn't out yet until the 10th.
However, there are a few mods out there that I was able to test out last night. I believe these were added by the developer, Colossal Order. The ones used allow me to have unlimited funds while another unlocks all of the non-special buildings. The video is about an hour long and was again taken from a Twitch stream from last night, hence you'll hear me responding to the chat, or talking to them, or getting hot gameplay tips from them on things I did not know about. Also, the audio should be far better balanced than the previous two videos.

Cities: Skylines 2 did not have the most spectacular of launches. The game's biggest issue is that it ran like absolute trash, even on the highest of high-end systems. While there has been some progress in addressing the performance woes, there are still several issues that fans would love to see addressed.
What fans didn't want was a paid piece of downloadable content that was light on content and contained...-
