Valve has added sprays back into Counter-Strike: Global Offensive. That's about where the good news ends. The bad news here is that they are now monetized and limited to 50 uses.

What. The. Hell?!
It's time to make your mark with a wide range of graffiti patterns now available as drops and in graffiti boxes as offers. Graffiti can be applied to the in-game environment wherever you want, so use your imagination and decorate the world for yourself, your friends, and (when the opportunity presents itself) your enemies.

The CS:GO Graffiti FAQ explains how you can earn sprays, what types of sprays there are, and how many times you can use them.
How do I get in-game graffiti? How many different types of graffiti are there?
There are two different types of graffiti patterns; monochrome and multi-colored. Monochrome (one color) patterns are received as rank up drops and multi-colored patterns are received when purchasing a graffiti box. Both types of graffiti can be traded and sold on the Steam Market.

How many times can I use a graffiti pattern?
When a player unseals graffiti they can apply that pattern 50 times. Players who unseal a graffiti pattern they already have in their Inventory will receive 50 additional charges to their existing supply.

How often can I apply graffiti?
Players can apply graffiti once per round, or every 45 seconds, whichever is shorter. Getting a kill in a round-based game mode will allow the player to apply more graffiti.

How long does my graffiti last?
One application of graffiti lasts 7 minutes and degrades over time until it is no longer visible.

Valve has monetized sprays.

Let me say that again: Valve has gone and made sprays into a microtransaction in Counter-Strike.

Where the hell am I? What the hell is even happening?! Is this even real life? I just... what?! Come on. Just, come on. What are you doing? Ugh.

Sprays were free for years. You could even upload your own sprays and use them as often as you wanted to! They've been a part of Counter-Strike since the beginning. A feature of the franchise that was around since the start was removed from the series starting with CS:GO only to be brought back as a limited use micro-transaction. There are simply no words for that.

These sprays were added as part of a bigger update tonight for the game. The changelog is below.
