In a new interview with Famitsu (transcribed by ryokutya), Ryu Ga Gotoku Studio director Masayohi Yokoyama revealed that the studio is planning on creating a new game that is separate from either the Yakuza and Judgment titles.

Yokoyama flat out said, "we're also working on unannounced titles outside of (Yakuza and Judgment)." You really cannot get more definitive than that.

This new franchise is probably super early in development since the studio announced a little while back that a follow-up to Yakuza: Like a Dragon was already in the works. The future of the Judgment titles, however, is in question over a dispute with lead actor Takuya Kimura's talent agency. This dispute is also a major reason why the Judgment titles have not appeared on PC.

The last we knew, Sega was still trying to bring both Judgment and Lost Judgment to PC via Steam, but the talent agency continues to block the request.
