It sounds as though the Fallout 76 beta is an absolute mess, at least on the PC. It all started when the BethesdaNet client just straight up deleted players' pre-loads for a time last night.
Since then, some additional issues have started to circulate on the Internet.
DSO Gaming reports that the Fallout 76 beta does not include an FOV slider, nor does it include support for 16:10 or 21:9 monitors.
On top of that, it seems as though player movement speed is tied to the framerate of your client. This means that PC players can unlock their framerate via an INI tweak, stare at the ground to increase their framerate, and outrun pretty much anything in the game.

Yes, this is most certainly issues that can and should be encountered and subsequently fixed in a beta. However, the game is just two weeks away from being released. You really have to wonder if these growing number of issues can be addressed in time for release.
For those who had issues due to last night's sudden game deletion fiasco, you may be happy to hear that Bethesda Game Studios is extending the beta a bit. The Thursday, November 1 test will run from 2PM to 11PM (ET).

I imagine they're going to hard code a 60fps cap in this game. Otherwise, even those of us with high refresh rate monitors would be at an advantage with v-sync.
Would Bethesda only test for 60fps? Yes. It could be for a variety of reasons, such as targeting consoles before worrying about that pesky PC market. It could also be because their engine is just broken AF. Let's take a look back over their previous releases to see what's going on.
Fallout 4 shipped with the game logic also tied to your framerate:
Skyrim had a similar issue. Remember the opening scene? Ever see videos or gifs of the horse/cart freaking out? It's largely due to having a high framerate and the physics and game logic freaking out:

There's also the common glitch that dates back to 2012 where framerates above 60 would cause shit to just go flying around the room when you entered buildings/shops:

I have personally experienced similar issues on my 144Hz monitor. I'd sometimes open up a door in Skyrim to a shop and it's like a physics bomb went off before my eyes. It's kind of amusing, but it's obviously not intended behavior. I eventually just keep them all locked to 60fps anyway since it's not worth the added hassle, or in the case of Fallout 4, the performance was garbage enough to begin with anyway.
Bethesda has a long running track record with this sort of thing over many years now. The common thread being the fact that they still use Gamebryo for their engine. Even with their latest games (Skyrim and Fallout 4) using the "Creation Engine" that engine is still built off of Gamebryo. The Creation Engine being called an "in-house engine" from Bethesda but it's still a fork of Gamebryo that was used for Fallout 3. Gamebryo is an engine that is literally a year away from being legally allowed to drive in the States. And if you want to go back even further, Gamebryo is based off of the NetImmerse engine from 1997.
