First, we saw Sony offering full refunds for all copies of Cyberpunk 2077 that were sold through the PlayStation Network store. This coincided with the game being completely pulled from the PlayStation Network until an undetermined point in the future.

Just a couple of short hours ago, Microsoft followed suit with an updated refund policy change of their own for Cyberpunk 2077. The company says that they "will be expanding our existing refund policy to offer full refunds to anyone who purchased Cyberpunk 2077 digitally from the Microsoft Store." Microsoft, unlike Sony, has not yet pulled the game from their digital shelves.

Joining both Sony and Microsoft in this new refund kick for Cyberpunk 2077 is Best Buy. They said earlier on their gaming support forum that they are also going to offer full refunds on physical editions of the game, including both the standard edition and collector's edition for Xbox and PlayStation.

This is notable because retailers, especially Best Buy are usually a hard "no" when it comes to returns like this if the game has been opened after being purchased. Unlike both Microsoft and Sony, Best Buy has a hard cutoff date on when they will stop offering refunds for the game.

Normally, Best Buy is unable to offer returns of opened game software per our Return & Exchange Promise here. However, after some deliberation, and seeing that the vendor will be allowing returns through 12/21/2020, Best Buy will also be allowing returns for select opened Cyberpunk 2077 SKU’s through December 21, 2020. Beyond that date, we will return to our normal Return & Exchange Promise for the game.

You can bring your game to your local Best Buy store, or if you had your purchase shipped to your home, can return it via mail. If you need assistance obtaining a return label, please contact us at (888) 237-8289. Please also keep in mind that if you received the steelbook offer with the game, that will need to be returned as well, or the value of the steelbook will be deducted from your refund.
CD Projekt Red is also offering a full refund to those who are "unable to obtain a refund for the game from the store where (it was purchased)." In order to obtain a refund, users will need to contact CD Projekt Red via email. You have until December 21, 2020.

They note that this is a one time deal and that they will "provide everyone with next steps only after the refund request submission window closes."
