This is yet another in a long string of potential BioShock film adaptations that were either rumors, hopes of some actors, or outright cancellations. Ken Levine had already canned one project since he didn't want anything to be compromised for a film adaptation. Courtnee Draper, the voice of Elizabeth in BioShock Infinite has been campaigning to portray Elizabeth for a film adaptation of the series. Gore Verbinski was also interested in creating a film based off of the series, but that one would be more focused on Rapture than the flying city of Columbia.
