That figure does not include sales of any of the DLC. Undead Labs continues to work on the Xbox One version of the game. However, over the course of the month, the team says they will have a few things to share with the community.
Haven't played it in a month or two though, I haven't gotten around to reinstalling it since I reinstalled my OS.
