The page has you select which platform you prefer to beta test on and prompts you to log in to your Origin account with a pop-up login page. The site is, understandably, being hammered right now with visitors. It may take you several tries or even several hours before you are able to fully log in and finish the beta registration process.
Applying for the closed beta does not guarantee a thing, but it really can't hurt to try. I found that I had the most success using Chrome to get the page to load properly. I really don't know why, that's just what ended up working for me.
