AI is dumb
However a set of handcuffs does not prevent a badguy from shouting out when the cop is out of range and seriously, a hardcore -full automatic- armed criminal does not surender to a cop with a badge and a gun.
Apparently an inexhaustible cache of handcuffs is at ones disposal.
Can one just go about flashing the badge and putting everybody in cuffs?
Can you put out a restrainingorder on someone as well? Uh and speeding tickets!
Dont know how many cuffs you get. Ive seen officers have up to 4 on their belts, of course that is in uniform and not under cover.
Restraining orders dont work anyway.
