Paradox Interactive is now offering those that pre-ordered Vampire: The Masquerade - Bloodlines 2 the opportunity to get a full refund of the game if so desired. Bloodlines 2 was first announced back in 2019. Since then, the game has gone through development hell.
In fact, we still don't know what team is actively developing Bloodlines 2 right now. Paradox hasn't said and the Steam page for the game has Paradox listed as both the developer and publisher.
In a new update posted to the game's Steam page, the studio says that they are offering this refund to anybody that has pre-ordered any edition of the game. They are also proactively refunding all pre-orders of the physical versions, including the Collector's Edition.
Paradox says that they are updating the game's editions and bonus content as development continues on the title. They want to "provide the best value" to those that pre-order, thus the changes are being made.

A: With the bonus content being updated, the prior physical edition offered items that are no longer representative of the game. This includes the Collector’s Edition created and sold by DPA Merchandising GmbH(formerly Gaya Entertainment GmbH), and all physical versions of the First Blood edition, Unsanctioned edition and Blood Moon edition disc.​
