The mod was created because despite the "HD" in the game's name, the texture work by Capcom was severely lacking. Two modders, who just happened to live near the area where the original textures were sourced from, began this project nearly three and a half years ago.

The duo took it upon themselves to redo the textures, effects, some lighting, and even some environmental objects that were incorrectly placed or flat out missing. The environments have been updated along with major parts of the user interface. Really, the only things that stand out as not being updated yet seem to be the character models. However, the current results are nothing short of spectacular.

Speaking of characters, they've shown their ability to create environment textures and models, but making human beings is a whole different skill set, i asked them a while back if they were worried or if they were secretly good at that too, "Albert", one of the devs, replied:
"About the characters, I don’t think re-creating skin/faces/clothes/organic textures and touching-up their 3D models will be a problem 😉
In brief: No, I’m not worried".
I'm very interested to see how they approach it, it wouldn't be difficult to "mess up" the game's iconic character models.
Which is totally understandable. I don't doubt their abilities but I'm sure they also don't want to end up with a situation like the Half-Life 2 Cinematic mod either. -shudder-
