That "30fps" business sounds worrying but it seems as though the specs are what you will need for at least 1080p and 30fps at those particular settings. Capcom did share an image showing a 60fps option in today's announcement.
I'm not sure if the game allows for framerates higher than 60fps, but 4K and 60fps is pretty good for a lot of people.
