That is what happened to one NeoGAF user a few moments ago (also the source of the image). User BeforeU mentions that this new image popped up after he turned on his Xbox 360 to "play some Halo." Others in the thread mentioned that they also received similar offers when they fired up their systems.
There's no saying if this offer extends to all Xbox 360 users or just a select few. So far there doesn't seem to be much in common between those who received the message, outside of them owning an Xbox 360.
Some on the Xbox forums are also reporting that they were retroactively given the $75 promotional code even though they purchased their Xbox One the first week it was released. There's no guarantee that this kind of service will apply to all new owners, but it may be worth a shot if you just picked up a new system.
