As gamers, we nowadays have to hold on tight to our wallets, as surprisingly right after release, lots of tiny pieces of tempting content materialize with a steep price tag attached. Haven’t we just paid a lot of cash for a brand new game?
As CD PROJEKT RED, we strongly believe this is not the way it should work and, with The Witcher 3: Wild Hunt, we have decided to do it differently. Cutting to the chase, everyone who buys Wild Hunt will receive 16 specially prepared DLCs absolutely for free, regardless of platform. You don’t have to pre-order, you don’t have to buy any special edition to get them -- if you own a copy of Wild Hunt, they’re yours. This is our way of saying thank you for buying our game.”

The first package of DLC will arrive on February 25. It will include two of the planned 16 pieces of content. Amusingly enough, one of the first two pieces of content will be horse armor.
On February 25th we will release the first bundle of DLCs (2 of the planned 16) -- the Temerian Armor Set (horse armor included) and a Beard and Hairstyle Set for Geralt, the game’s protagonist. After this date, a DLC bundle consisting of two DLCs will be published every week, entirely for free. Gamers are entitled to the free DLC regardless of obtaining the game via pre-order or after launch. Instructions on how to obtain DLCs on specific platforms will be provided at a later date.
You do not have to pre-order the game to get any of the DLC. You do not have to pay anything extra to get the DLC. You can get the DLC for any version of the game, even the standard version. Right now, the plan is to release this DLC starting on February 25. The second release comes on March 4, and then a week after for each subsequent DLC release until all 16 are out there.
The second pack on March 4 will include an additional quest and an alternate look for Yennefer.

...Huh... Free for everyone regardless of edition or when the game was purchased? WHAT IS THIS WITCHCRAFT?! SORCERY I SAY! MAD SORCERY!
Seriously though, I noticed it says the plan is to release the DLC starting on Feb 24, but what is being released on the 24th? I was under the impression that the horse armor and the beard and hairstyle set is on the 25th, while the quest and alternate look will be on March 3rd instead of 4th (assuming they are releasing exactly a week later).
(I love CD Projekt RED and GOG.com... They go through so much pain and effort to put popular business practices behind them, and just take a massive financial hit to grow an old-fashioned gaming community, for the sake of good service. Love them so much. I'm already considering buying this game even though the genre isn't for me, just for the sake of supporting their business practices, or seemingly lackof rather.)
I read the PR wrong yesterday. The game itself is out on the 24th. First DLC pack on the 25th. Second DLC pack on March 4 and then a week after for each subsequent pack.
Horse armor & hair = 25th
Bonus quest & Yennefer look = March 4
More stuff on March 11
Even more on March 18
etc.
