    If you fall victim to a scam on Steam and find your inventory suddenly wiped clean, you will no longer get your items back. This is according to the most recent update Valve made to their Scam FAQ support page.
    Why will Steam not return items that were scammed?
    Our community assigns an item a value that is at least partially determined by that item's scarcity. If more copies of the item are added to the economy through inventory rollbacks, the value of every other instance of that item would be reduced.

    We sympathize with people who fall victim to scams, but we provide enough information on our website and within our trading system to help users make good trading decisions. All trade scams can be avoided.

    So, you know, try not to get scammed and you won't have anything to worry about.

      Do the same rules apply for hacking cases?
      I have a friend who purchased an expensive item for CS:GO then a few hours later his inventory was empty, the items were traded out of his account to someone elses.
      Valve did rollback his account, but i wonder if that's still an option.
