The document appeared on Reddit on November 3 and supposedly comes from a Russian developer that recently had their title Greenlit on Steam. Another Reddit user verified that he was sent a copy of the email from said developer.
If this is true, you have about a day to prepare your wallets. If this is true, don't expect to see anything drastically different in the Steam Holiday Sale 2013 as the email notes how the sale items will remain the same through both sales.
