That seems bizarre, right? It seems as though this was up to Activision, at least according to a statement issued by Microsoft.
"We support cross-play between devices and platforms for partners who want to enable it."
Right now, if you're buying this on PC, your best bet would be to purchase through Steam because that is where most players will be outside of the consoles.
Call of Duty with locked down multiplayer? Did someone in their marketing/planning department just go on the biggest bender when they were planning this release for the Microsoft Store or what?
I wonder why Activision/Infinity Ward did this? The only crazy thought I can think of is Sony forced them to do it..... No no, that still doesn't make any sense! Sony doesn't benefit from this! They benefit from timed exclusive DLC. I... Don't understand. Technical difficulties with no time to actually care about this, because the PC customer base isn't large enough for them to care?
