From now until February 24, everybody can get the Battlefield 4 Handgun Shortcut Kit, regardless of Premium status.
However, let's not forget that Premium members are also going to get a bonus Shortcut Kit for the DMRs. How? Simply heads on over to this special news update page and click on the "Premium Giveaway" button at the bottom of the news post. Voila, you should see a green message at the top and you will have all the DMRs you could possibly want.
Console owners can find both kits listed at $0 at the in-game store.
