The publisher says that the Xbox One X won't be the only console with enhancements.
The Outer Worlds

Yesterday, a story broke about how The Outer Worlds would not ship with any enhancements for the PlayStation 4 Pro version of the game. This is what was said via a statement issued by Private Division, the publisher on The Outer Worlds. That statement was issued to Windows Central and was, for a time, the truth of the situation.

Today, Private Division issued a corrective statement, this time via Twitter. Today's statement says that both the Xbox One X and PlayStation 4 Pro versions of the game will have various enhancements over the base consoles. Specifically, the Xbox One X and PC will include 4K textures and resolution. The PlayStation 4 Pro version will have a 1440p resolution upscaled to 4K.

This should be some good news for those Pro owners upset by yesterday's news.

The Outer Worlds will be released on October 25 for the PC via Epic Games Store (in 2020 on Steam), PlayStation 4, and Xbox One. Pre-loading of the game has already started for those with the game on Xbox One and Xbox Game Pass.
