A YouTube user, PoweredByFlow, is credited with discovering the following, which was then passed along to a wider audience via Sajius460 on Reddit. The claim is that if you watch the following promo video starting at 24 seconds in, you can hear the enemies sounding a bit... odd. They sound like chipmunks, an audio issue that typically only happens if you take recorded footage and play it back at a faster speed.
It's a bit hard to hear with the music playing over top, but if you're listening for it, you can certainly hear the rapid, high-pitched voices during the fight scenes that occur right at and after the 24 second mark.
As it stands, it's not looking too good for any party involved in the PC release of Batman: Arkham Knight. This Nvidia video is intentionally deceiving. Rocksteady, Iron Galaxy, and WBIE are also not looking too good here with the massive amount of issues going on with the PC release of this game. Some have even discovered that certain effects, such as ambient occlusion and various rain effects on Batman's character model are actually missing from the PC release but are found on the console versions. So not only are there performance issues but the PC release is also missing graphical eye candy that the console versions have.
This is, of course, after a big stink was raised over the pre-release DLC and pre-order content by consumers over the course of the past few months.
And here's how it (most probably) went down.
Rocksteady was developing the PS4/XB1 version of the game. WBIE saw an opportunity, as publishers tend to do, and start milking the pre-order bonuses and DLC crap. As the console versions were starting to be wrapped up development/feature wise, it was then passed off to Iron Galaxy for the PC version.
Problem here is that by the time the final or near final game was given to IG, there probably wasn't enough time left to actually finish the PC port properly. Sure they probably had earlier builds to work with but there's only so much that can be done with a fraction of a game. WB probably pushed for them to get that game out day and date with the console versions no matter how far back development was on it. On top of that, they also had to throw in some added DRM (Denuvo).
So the fact that it was outsourced isn't really the issue because there are multiple issues here. IG had a small team working on it (12 people) and despite their fairly solid track record with previous ports, they seem to not have had the time nor resources to adequately finish the port on time. Rocksteady already had to have the game delayed once, so they weren't helping matters too much. WB pushed for the release of the PC version.
Someone from IG probably told WB that the game wasn't ready yet but they didn't want to delay again. Even if they weren't aware that it wasn't ready yet, WB and Rocksteady should've had their own QA do testing on the PC version before its release. It seems like that didn't happen or it did and WB still pushed for its release hoping nobody would notice. It could literally be any number of reasons here. The fact remains that all parties are at fault, possibly more so WB than all others. They had the means to do QA on this release. They had the means to delay the PC release if they were told of the issues by IG or if they did their own QA, but no delay happened.
And there's no way that stuff like this could have simply been overlooked. The issues with the game are very, very blatant.
