Because the Steam storefront accidentally listed the game as being on "Early Access" even though it left Early Access and was officially released today. That is literally the only reason that threat was made.

Valve is Being Sued in Australia Over Refund Policy
The Australian Competition and Consumer Commission (ACCC) is suing Valve. The ACCC claims that Valve has not met certain consume guarantees under the Australian Consumer Law (ACL).
