Valve has now made it even more difficult for super-savvy consumers to region hop on Steam in an effort to buy Steam games at a cheaper price.

Because of how Steam has individual regional pricing on games, set by game publishers, this often means that the prices of games in some regions is significantly lower than what they would be in your native lands. Regions were games are cheaper is usually in line with the general cost of living in the area. It's supposed to make purchasing games a bit more fair to those in less privileged regions.

Of course, this meant that people would exploit the system for their own benefit. People would often change their Steam region in order to get a big discount on games, and then swap back to using their native country.

Last year, Valve started to crack down on this process. They already made it more difficult for those using a VPN by requiring a payment method registered within the region or country you were trying to buy from. For instance, if you tried to buy a game from Russia using a card registered in the United States, it wouldn't work.

Today, Valve has taken further steps to prevent people from buying in regions they shouldn't be. SteamDB notes that Steam users can only change their Steam account's country once every three months.

I have no idea at present as to whether or not these changes have any impact on using a VPN to unlock pre-purchased games early.
