Bandai Namco has put up a short technical page for Elden Ring that details what players will be able to expect in terms of resolution and framerate on various platforms. The FromSoftware developed title is aiming for an "up to" 60FPS framerate on PlayStation 5, Xbox Series X|S, and PC.
Yes, it seems as though the PC version will not have an uncapped framerate but will instead be limited to 60FPS. Hopefully this is just an error on the page, or perhaps it will be patched later to support higher framerates. However, as it currently stands it's 60FPS at max on PC. The maximum resolution on PC is 4K, or 2160p. The PC version will also support HDR and will feature raytracing in a patch to come after release.
As far as console resolutions are concerned, the PlayStation 5 and Xbox Series X will have a max resolution of 4K, or 2160p. Xbox Series S will see a maximum resolution of 1440p. All will strive to get "up to" 60FPS.
All previous-gen consoles, PlayStation 4 and Xbox One, will have a maximum framerate of 30FPS. A full breakdown of the console features can be seen below.
PlayStation
The PS4 version can be ported to PS5 and the save data can be transferred to the newest generation. However, the PS5 version cannot be ported to PS4. If you port your PS4 game to PS5 and continue to play, your saves files cannot be transferred back to PS4.
Xbox
Full cross-generation compatibility. The game can be ported between both generations and the save data can be transferred.
