Last year, Bungie began the process of bringing back Destiny's OG Cosmodrome location in Destiny 2. This was being done ever since they started their whole, largely failed "Destiny Content Vault" idea that would see old content occasionally cycled in and out of the game. It wasn't the complete area but it was enough to provide an area for a bit of nostalgia and for onboarding new players. They said that they would bring over the rest of the Cosmodrome in a later Season of content.

Well, it turns out that's not the case. In fact, Bungie decided months ago that they would not be un-Vaulting the rest of the Cosmodrome for Destiny 2 players, a fact that they only decided to reveal just yesterday. Originally, the plan was to bring the Cosmodrome up to roughly "Destiny 1 year 1 parity" in terms of locations you could visit and patrol in.

Now, Bungie says that they're pretty much done with updating the Cosmodrome. It will be left in its incomplete state. In its place, Bungie says that they will instead focus on new content.

As we approached Beyond Light’s launch, it became clear to us that we had a choice to make: After returning all three of its original strikes, do we invest more time and resources in bringing Cosmodrome to D1 parity or do we switch our focus to building new experiences for Year 4 and beyond? Given that we believed we had achieved our original goals and knowing the community and team’s desire for new content, we chose the latter option. But, when we made that decision, we failed to properly update your expectations for how far the Cosmodrome experience was going to be extended and that was a mistake. So, to clear things up: With the Devil’s Lair and Fallen S.A.B.E.R. strikes returning, we don’t have any active plans to add more to the Cosmodrome than what is there will be focusing on new updates overall.
Perhaps the most frustrating part about this is the fact that the Rocketyard location is in actually now the game. It was just added as part of the Devil's Lair strike from Destiny 1 that was un-Vaulted for this Season. However, they did not add that location to the normal patrol space for some reason.

Fans are understandably upset by this change of plans. They were led to believe that the Cosmodrome would be fully un-Vaulted once this Season rolled around, but that did not happen. Instead, Bungie sat on this unfortunate news for months before informing players.
