There will be an upgrade path for those that own the original game already.
Kojima Productions and 505 Games will bring Death Stranding Director's Cut to PC markets on March 30. The full release will go for just $39.99 (USD). However, if you already own the original Death Stranding, you will be able to upgrade to the Director's Cut for just $9.99.
Apparently, in order to upgrade you will need to install the standard edition of the game and then purchase the Director's Cut through the in-game storefront at the discounted rate. The good news is that Death Stranding is currently 70% off through Steam thanks to the Lunar Sale that ends on February 3, 2022. This means that you can get the base game for $18 now (on sale), then pay $10 for the Director's Cut upgrade for a total of $28.
Death Stranding Director's Cut is more than a visual upgrade. Though it does include that as well by way of higher framerates, ultrawide monitor support, and a "feature-rich photo mode." It also adds in some new content by way of an expanded storyline, new stealth missions, combat abilities, equippable items, buildable structures, cosmetic options, and more. There's even a racetrack.

There's a new vehicle, new equippable items, new methods of transporting goods, new combat abilities, new buildable structures, new cosmetics, etc. I'd say just wait for the DC to be released and start playing then. You'll get the best of both worlds that way. The new area (Ruined Factory) might be end-game or it may come up at any point of the story. I don't know anything about that specifically since I haven't played the director's cut yet myself.
