sorry, but it pisses me off when ignorant jerks expect quality games (that many people spent thousands of hours on) to be free. go start a riot about car companies charging you money for cars, and leave the game industry alone. :o (i'm planning to be a game developer too, so that's partly why i'm so upset)

what i'm saying is, it'll be more secure than u think. u will not be able to 'delete' ur account, so even if u format ur hard-drive, and login with the old account again, u will have access to hl2 again.
oh, and how am i so sure? well, i'm not, but if i'm going to assume i'll make sure not to diss the company while i'm at it. bottom line is, u have no freakin' clue how this'll work, so why don't u just wait until VALVe finalizes this new revolutionary service (as in, nothing like it's been done before, thus it's new to all of us), and then explains it all in full detail to everyone (not some dude that shared his private email with everyone, thus confusing the slower ones).
