I take my first post back, I don't think a single AT rocket should set a chopper on fire. It would just make the learning curve steeper for choppers and most good pilots already know not to fly low or slow enough to get hit by AT rockets.
Instead:
Increase damage of AT rocket against chopper to 75-85%
Tank shells damage chopper to the minimum to set it on fire (TOWs already do that, right?)
and/or (I'll probably get a lot of complaining over this one)
Reduce TV missile damage so that it only sets tanks/APCs on fire. (or even so that it takes a rocket or a few chaingun rounds to start it burning) It shouldn't be a problem for a competent crew or a good soloer. Just give the armor guys a chance to escape.
