My computer has been making a strange sound since the last time the techy was over. he installed a soundcard and a 500 gb hd. and a 700watt PSU. it sounds like the harddrive sound but fainter and more intense

Negative.. The HDD he installed is defective since it started after it was installed. We're trying to help you, if you want to dodge the issue then let it be.. We'll laugh when you're looking like your avy.

@Minicoop. I was serious. The "techy" was probably a journalism major moonlighting as whatever passes for the 'geek squad' in the OP's neighborhood.
@OP, have you had a look at your computer with the panels off to find out where <i>exactly</i> the sound is coming from? If you haven't, I still think there's a possibility Mr. Fixit left a wire dangling in the path of a fan. Getting a new, busted hard drive isn't unheard of, but it is much rarer than ticking sounds caused by loose stuff rattling around, fans clicking on wires, etc.
