mine did...if you speed starts to slow down, restart steam and it will be faster again

Yes, approx. 10 minutes left -- keeps jumping from 9 minutes 30 seconds to 10 minutes 20 seconds, and back down.

My husband had to re-open it a few times for it to actually start updating counter-strike.
