My steam updated fine. My CS didn't start updating until I:

Restarted steam 3 times

Restarted PC twice

Shut down steam when it was not responding twice

Deleted some caches

Told steam to NOT download DOD, HL, and OF when it started to

update them for no reason

Told it to keep CS automatically updated twice
