So unless you are financed by an eccentric billionaire, you will have to publish the game before the funds run out.
Another factor is the internet. Now that everybody has internet you can just say "We will patch it after release". You couldn't do that 15 years ago when nobody had internet.
Consoles used to have better polished games, because it was impossible to fix them after release. But now they too have hard drives and internet connections, so expect QC to go down the drain for them too.
