This is true - but I do not think that the widespread (if misguided) resistance to spawnkilling at uncappable flags comes from an objection to how ineffective it is, compared to going for a cappable flag..lol.
Killing a lot of enemies without dying - or killing a lot of enemies and dying only very rarely - is exactly what bombing and artillery accomplishes. In fact, sniping is exactly the same from a game-dynamics perspective. It's a psychological issue that dying by airplane-bombs and arty somehow is less frustrating than by a tank that is waiting for you when you appear.
If anyone should complain about spawn-campers, it should be teammates of the camper himself - since, as you correctly point out, it may very well be a less effective tactic than going for a cappable flag.
What motivates this particular tactic - along with obsessive bomber-piloting and artillery-barrages - is the rank/stat/medal/unlock system. Too many players are solely focused on personal and individual stat-glory. They spend countless hours devising ways to optimize their personal point-gain, regardless of the team outcome. Blame this system if there is too much of this...
