No. The complaints by LANs are regarding Steam in conjunction with Counterstrike, a multiplayer game which requires connection to the internet. In contrast, Half Life 2 is a single player game which can be played without an internet connection.
Which is why there was so much bitching, you think valve cares? People at LANS are going to have the same problem, Valve is determined to take over the wo...integrate steam into EVERYTHING, even your godam cereal.
As an aside, David Johnston, a map designer (dust, dust2, cbble) with ties to Valve has already stated that Valve have fixed or will soon fix this issue. He stated this in a CSN comments post, feel free to search for it.Comment

i just think their servers are in crap mode due to the heavy volume, i give up, i'm gonna try later, at least i got some of the stuff installed after restarting the damn prog a few times, it's very buggyComment
