Cheats get updated daily by the people who make them. It helps with lazy hackers but if you run into a real good hacker you probably won't know hes hacking and hes looking to see if the hack is detected or not. VAC is helping though, older hacks that haven't been updated are still being caught. Your not going to stop people from cheating they are going to have to force the cheat developers to get lazy and stop updating. It might seem like VAC is just screwing things up but if they just strayed a little hacks will get more advanced and will be harder and harder to detect. I've hacked before and there are plenty of sites to get hacks, the good sites will update daily and tell you if the hacks are detected or not. Its just up to VAC to keep releasing the updates to keep the coders busy redoing the hack and not making a more advanced one.

VAC loads now in 2-3 seconds instead of waiting for 20-30, great change, but does it detects more than before?

When the VAC update went live and when word was sent to the community were offset...
