Actually, you're both somewhat wrong.
All of the support guns are the same accuracy wise, except that the SAW and Type 95 have higher maximum deviations - which means that if you hold the trigger down, the SAW and 95 will continue to deviate more and more when the RPK and PKM have stopped adding additional deviation for additional bullets.
But here's the twist.
The SAW and Type 95 fire at 900 RPM whereas the RPK fires at 600 RPM and the PKM at 450 RPM. So if you fire in bursts (keeping the SAW's extra deviation under wraps) the extra rate of fire will yield more hits, giving the appearance of better accuracy.
The other sh1tty part of the support weapons is that the bullets travel at about half the speed when compared to other guns, primarily so you can see the neat tracer effects. That makes hitting a moving target much harder with the support guns.
