The fence adds deviation to your weapon, so the closer your target is to the fence, the less deviation you will have (since the effects of deviation increases over distance) because of the fence.
That is, of course, assuming I'm correctly understanding how DICE did the fence deviation thing.

One bug I do know of, however, is that when people crawl or prone along thin walls (like those all throughout Fall of Berlin), their legs/arms often stick out through the wall which gives their position away in a horrendous fashion. Maybe related?
What's worse is that these arms & legs can be shot. I've killed quite a few soldiers who's feet have mysteriously appeared through walls.
