I get that error every time I run the beta, I've tried all the fixes on the official site and zilch. I haven't got past the splash screen because of this causing a CTD

Someone posted this, and it has worked for several people. Give it a shot:
Here's a similar version for other OS'sFOR VISTA!!!
The fix to this issue try this:
1- Go to Control Panel
2- The click on "Hardware and Sound"
3- Click on "Sound"
4- Doble click on "speakers"
5- go to the Advanced tab
6- Set the default format to "24 Bit, 48000 Hz (Studio Quality)"
7- Thats it!
In "Sound and Audio device Properties" click Advanced under Speaker Settings
then go to the Performance tab and change Hardware Acceleration to full
and Sample Rate Conversion Quality to good,
thats how I did it.Comment

If the above steps didn't work, try to totally disable your sound card. That has also worked for some people.

This will fix your Dll problem
And one more fix found by a user with XP/SP3
PCI telephone modem card was causing my issue.
Disabling it lets game run fine!
My Computer > Properties > Hardware > Device Manager > Sound, vid/game Controllers > UNIMODEM Half Duplex Audio Device > DISABLE
All of my other settings remained same, did not have to change sound sample rate or anything on Realtek HDAudio onboard sound.
May not work for all of you, but hope it works for most!Comment

I tried this it didn't work for me Im still crashing after the splash image.In "Sound and Audio device Properties" click Advanced under Speaker Settings
then go to the Performance tab and change Hardware Acceleration to full

Here's how I fixed mine,
I tried that audio settings change method(48000...), didn't work, then I disabled audio from the same settings on the bottom, device usage "do not use this device" or something along those lines, I did the same for recording, then I tried the game, it had a different kind of crash blank black screen, nothing was happening, then after couple more tried I re-enabled the audio, and bam it works!Comment

Im going nuts here. WAW (solo and mp won't start). I get the 1st Call of Duty logo, blink, blink -> back to desktop. MP gives me the initialization bla bla bla.

Re-installed dx 9c from the WAW-disc.
I have tried all variations on the sound/speaker settings.
Have extra modem disabled, have tried diabling the audio and starting COD - nothing.
Turning it on again - COD still dont run
Can't change from 48 to 24 or whatever since i suspect that is a Vista thingy.
Any1 have any nice solutions that will enable me to play this?
