It really depends on how you play. You sound like the kind of guy who likes to get right in there and mix it up at close-ish range, so yeah, the Herzog is the better choice.
But for mid or long-range fighters (like me), the Rockets are better. Plus it's easier to take out groups of guys with the rockets with the splash damage than mowing them down 1 by 1 with the Herzog. If they are at range, you can pop 2 rockets off at them and move off before they even know what's coming.
And of course, if you've got the rockets, you've got the Herzog as well, since you have to unlock that first to get to them (the rockets), so you'll be able to switch to whichever you want between spawns, should the need arise.
QFT, assuming what you want are shotgun kills for the Close Combat pin and to play support. If you want to get heal points but want shotgun action, the Herzog is still good; just doesn't count as a shotgun kill. Clark is THE shotgun of the game, but nobody sneezes at a Herzog barrel in their face, either.
