This game is reportedly codenamed "Battlecat" and will combine the worlds of Tom Clancy's Splinter Cell, Ghost Recon, and The Division. Ubisoft released a new teaser trailer today for the next major DLC coming to Tom Clancy's The Division. The Last Stand DLC will have a proper reveal on January 19 at 11AM (ET) on The Division's Twitch channel.

Just from the looks of the trailer, it looks a lot like Last Stand will be predominantly about a new PvP game type.
