According to a very recent email via the Linux HLDS mailing list, Alfred Reynolds states that there will be a cvar to enable or disable the new pricing system. Keep in mind, this cvar may have already been thought of and implemented before the public outcry over the new system was heard.
Furthermore, Angel Munoz of the CPL kindly granted CS-Nation his own thoughts on the matter. Here are his comments shared with CS-Nation earlier this evening.
There will be a cvar controlling this new functionality, mp_dynamicpricing, you can disable it if you wish by setting its value to 0.This should come as a big relief to the competitive community.

This year the CPL has been focused on standardizing esports at a global scale, especially since so many new organizations have their own customized tournament rules and methodologies. At first impression this latest development from Valve does seem contrary to the standardization of professional and serious gaming, and more like a public demonstration of Steam's technical capabilities. And although this is certainly a very impressive demonstration of Steam's statistical intelligence, we are concerned that these changes may inadvertently create insurmountable difficulties for us to seriously consider adopting Counter-Strike: Source as an official tournament game. We are already in communication with our friends at Valve about this matter, and sincerely hope to better understand this new development and share our concerns with them.It looks as though this cvar is just what the doctor ordered.
