HDR takes a long time to get right. Reading somewhere, it said that Valve wanted to have HDR but keep the FPS fairly constant or with as little FPS impact as possible, and include proper AA support. Previous attempts at HDR had to make sacrifices (Far Cry for example).
And you know full well that if they rushed this out, people would complain about them not testing their releases before hand.
That being said, it wasn't that much fun and very brief which makes me disappointed.
