CS isn't realistic. Therefore even if elite counter-terrorist units did ever start using riot gear (after all, that is what the shield in CS is, it's a riot shield), that's no reason to put it CS. If it was, it'd get stupid, you'd have to then add in every weapon counter-terrorist units ever use to justify the one shield.
Even on the HL2 engine, it won't be balanced. Even if they sort all the hitboxes out and whatever, it won't be balanced. The only way the shield will become balanced is if the Ts get the exact same item too. That's why the AW/M isn't unblanced or unfair, because both teams have it. But let's say only one team had the AW/M. That'd be highly unfair, yes? Exactly. Right now the CTs already have a large advantage over the Ts on almost very map (not just because of the map design but also of course simply because the CTs get a better starting pistol and the default models blend into shadows better, making it a lot easier to camp dark areas), so why give them a bonus piece of gear that makes them half-invincible? Forget the crap like hitboxes etc, just think about it, why put it in? It's an already unblanced game, the riot sheild isn't in keeping with the CS-theme, so why add it? It's just as stupid as giving the Ts a fully-automatic rocket launcher.
