The PC version of Gears of War 4 will include split-screen co-op support. This should be great for those that have their computers hooked up to their TVs for a little couch co-op action. Mike Rayner, the game's Technical Director, says that they added this feature because of how many people wanted it in Gears of War Ultimate Edition.
The game will also feature cross-platform play between the Xbox One and Windows 10 releases. This does not include competitive PvP but will be used for the co-op campaign, Horde mode, multiplayer vs. AI mode, and multiplayer vs. mode in private matches only.
