Australian law says that any company is allowed to not issue refunds for any reason provided. Customers may be refunded in time, but they are at the bottom of a very long list of creditors that need to be repaid first.
Perhaps if you pre-ordered using a credit card, you may have just one action to take here. That action is to contact your credit card company and try to issue a charge back for the amount you paid for your pre-order. There is, however, no guarantee that this will actually work.
