Healing points are the second hardest, as it requires people getting injured but still living long enough for you to get to them; 20 heal points would be about equivalent to the 25 resupply points.
Repair points on the other hand are just a joke, the Expert Engineer badge might as well be called the Expert Stat Padder badge, because the chances of getting 25 repair points during normal game play are almost nonexistent. Under the current system Expert Engineer should be no more than 15 or 16 repair points IAR if it is going to be equal to the difficulty of getting 25 resupply points.
The global requirements for the 3 badges needs to be changed a bit as well, 250 repair points is ok for Expert Engineer, but First Aid and Resupply should swap their global requirements (should be 500 heal for first aid and 750 resupply for the resupply badge, instead of the other way around). The Meritorious Service medal requirements should also be altered to fit with the difficulty of each aspect; maybe keep resupply at 1000, lower heals to 750 or 800, and put repair points at 500.
