The other possible issue with world environmental voice is the hardware capability, right now creative claims that only their new X-Fi card can handle that task to mix your voice into the games environmental sounds and make it sound "natural", so if you yell on top of the building, you could be heard from far far away, if you whisper, you will take to your buddie next to you. But to me it will take some serious coding works to have this feature implemented because you have to deal with th new api.
