While all passwords are encrypted and salted, it's recommended that you change your password here when you can.

yeah i don't like this idea. just adding an extra button i have to worry about. so when i am a squad leader in a vehicle and two people in the vehicle, the commander, and two people not in the vehicle in my squad are all trying to talk to me at the same time, yeah that won't get annoying or complicating or confusing or anything like that now will it.

No it wouldn't. VOIP is already in there.
The rest is just simply seeing who is nearby within a predefined radius (and I suspect the game does this kind of thing ALOT anyway), and channeling to just them, applying some diminished volume the further out they are.
Heck, you could implement two modes of this, one which is a whisper which is simply quieter and has less of a radius.
Like I said, no work at all given what's already present in the system.

I once went on a french server and they were yelling at me to go do something and I was unable to comply. I said something in english and they started to yell at me some more and started a kick vote. Ah well. I've been to france tho... there were nicer than these guys.

the french in france were nicer than these guys???
Based off my experience in France.... these guys were REAL bad then :)
I was less than impressed when in the country.... With the exception of they were very polite and nice to my wife who was carrying my infant daughter at the time. Hell... I even was trying to speak french (Butchering it badly I can only imagine... but tried not to do the I am only speaking english thing.)

This idea is fine idea as long as it is only for you're own team mates. It would be particularly helpful in vehicals full of smurfs. It could also help you recruit said smurfs into your squad if one proves worthy.
Local to enemy is just un needed for good game play.

I was thinking about this a few weeks ago. But why do you need another button. Why couldn't the new channel be always on (you could use your own mute on the headset). And i like the ideas about it being broadcast into the world from your location. I don;t see why you would need a wisper button either, just talk quieter into your mic.
In fact, the normal squad and commander chat should be broadcast into the world channel also! kinda like in real life.
This would be great for trying to coordinate with players not in your squad. IT would also be awsome to hear the enemies talking.
I assumed this would not happen til the next gen of games though. Probably not for BF2. Though an expansion pack with that feature i might pay for. *winks*
Would be so funny to hear people expressing frustration when they miss or screw up, especialy from dead bodies, heh. Also you could hear my wife yelling at me to help change diapers!

if the server states that it has a TS, then just go to it! lazy... just dam lazy

The problem with "always on" voice is that it takes too much voip bandwidth because everyone will be broadcasting his background noise to everyone within certain radius (just imagin that you will hear all the babies crying and moms yelling in the background) even when you do not intend to talk to anyone.
