No, the point is to create an aggregate percentage of accuracy while still maintaining the characteristics of the individual weapons.
Is it fair to completely nullify the higher % one gets with a sniper rifle (and the fact that bullets are fired at a much lower, more calculated rate) with the fast rate and less calculated shooting (and lower %) from an LMG? Absolutely not.
With your calculation, you're basically making a guided AT Rocket equal a pistol bullet for the sake of accuracy - and that doesn't make any sense.
(EDIT: I just noticed that bf2player.com calculates their averages using the method I mentioned.)
