And here comes the nonsense:
I think you could take all of the stats the person has and weight them all in certain ways taking into account their time as each kit, their time in vehicles, their time as commander, their K/D with each weapon type, their K/D compared to their opponets K/D and their W/L compared to their opponent's W/L and their opponent's opponent's W/L and K/D. You would also have to take into account team point and the type of team point. . .what maps they play on and what they play on in each map . . . and on and on. . . and to figure out how to weigh each stat properly, it would take years of studying players to see how these stats translate into real units of skill. . .and even then you would only get a rough description of what their skill is.
But certainly, not just from their K/D.
There is NO way to determine skill based on a person's stats. K/D Ratio won't do it, games won won't do it, SPM won't do it.
The only way to know how good someone is, is to play with them.
